The incident at Hess Officer Scott Fanjoy was dispatched to Walker Street for a report of a fight on Aug. 31 about 5:40 p.m. Upon arriving, Fanjoy found two cars stopped in the middle of the street with a large group of people arguing in front of an apartment.
