Each week, City Manager Tom Aspell races around town under the dark of night and steals the middle section of everyone in Concord’s dining table. He sets them up outside of his house and awaits the flood of tourists before realizing he was gunning for the nonexistent kind of leaf peepers. He angrily smashes the wood into bits, which spell out this city memo!

It’s really starting, people

Preparation for underground utility work is expected to begin on North Main Street this week as the first steps of the Main Street Project are taken, Aspell writes. This will include placement of construction signage and staging of construction equipment. Staging is expected to be based on the broadway production of The Lion King.

Utility construction is anticipated to start the week of Sept. 15. Two-way traffic on North Main Street will be maintained and any traffic delays during utility construction should be minimal. Pedestrian travel on sidewalks will be largely unaffected. Just watch out for flying utility stuff.

The major streetscape reconstruction on North Main Street will begin in the spring of 2015 and continue until Veterans Day 2015. The South Main Street portion of the project will be constructed in 2016. Debate over the project isn’t expected to be completed until 3015.

Concord General Services is celebrating the U.S. Environmental Protection Agency’s WaterSense Program’s October “Shower Better Month” by encouraging residents to replace their old shower heads with WaterSense labeled models to save energy, water and, potentially, save money on their utility bill, Aspell writes. Other ways to shower better include using soap and singing really loud.

WaterSense labeled products earn their label through independent certification to meet the USEPA’s criteria for water efficiency, force and flow.

Concord General Services is offering a chance for five people to win a high performance WaterSense labeled shower-head if they sign up for E -Z Pay with the utility billing office before Oct. 20. Spending money in the shower has never been easier! E- Z Pay automatically pays your water bill from your bank account, after sending you a bill summary with the amount and date the draft will occur.

All new and existing residents enrolled in E-Z Pay will be entered to win. Sign up for E-Z Pay at the utility billing office at 311 N. State St. or print our online form and return it in person or by mail. Showering will have to be done at home, though.
