Each week, City Manager Tom Aspell chooses city councilors at random, brings them to his secret underground fight club and takes them on in a no-holds-barred cage fight. He gets his opponent into a devastating submission hold and doesn't let go until he or she recites the newest city memo verbatim. This week, we're breaking the first rule of Aspell Fight Club and reporting that memo to you.

No parking in snow

With the onset of the winter season, residents are reminded that the city, on occasion, will call for an on-street parking ban during inclement winter weather in order to effectively remove snow from streets, Aspell writes.

During a winter parking ban, residents are prohibited from parking their vehicles on city streets from midnight to 7 a.m. Vehicles parked on city streets will be towed. Residents will be fined $100 for violating the winter parking ban, in addition to $125-$150 for the cost of towing.

Residents are informed of winter parking bans through notification on the city's web page (concordnh.gov), advertising on ConcordTV, and through local commercial television and radio stations.

City receives award

The city of Concord recently received a third place award from the New Hampshire Local Government Center for Excellence in Annual Reports, Aspell writes. This award is given in recognition of outstanding efforts in producing an impressive public document that informs citizens of important financial information, while conveying a sense of community spirit.

Rte. 3 work ending

All major construction items have been completed for the season on the North State Street corridor, Aspell writes. This week, the contractor will address street sign installations and cleanup. Minor delays should be expected from Hillcrest Avenue to the New Hampshire State Prison. We would like to thank the residents and businesses of the corridor, commuters, pedestrians, and cyclists for their patience and input on the project. Their continued feedback helps the city and the contractor make the end result of the construction the best it can be for all. We look forward to an early spring continuation of the rehabilitation effort of the Route 3 corridor.

sewer slowdowns

Sidewalks closed

This week, the contractor will be cleaning and lining the sewer main on Loudon Road, between Gates and Drew streets, and the sewer main along Merrimack Street in Penacook. Minor traffic delays are anticipated, Aspell writes. The work on Loudon Road will require the closure of the sidewalk on the north side between Gates Street and Drew Street. Pedestrians will be detoured around the work area at the crosswalks at East Side Drive and at the Heights Fire Station.

Library hosts classic

Movie Night at the Concord Public Library will feature White Christmas on Dec. 15 at 6:30 p.m., Aspell writes. Bing Crosby and Danny Kaye star as two song-and-dance men who team up after the war to see a charming New England inn through its holiday season. This movie is filled with many Irving Berlin classics. This movie is free and open to the public.
