Failed sobriety test

On July 30 about 6:15 p.m., Officer Melissa Pfefferle was dis­patched to the state liquor store on Storrs Street for a report of an intoxicated driver.

When Pfefferle arrived, she found Victor Allard, 79, of Con­cord in a Mercury van parked in the Storrs Street lot. When she approached the vehicle, Allard opened the driver’s side doorholding a bottle in a brown paper bag, Pfefferle’s report said.

“As the male turned to look at me he lost his balance and fell into the door frame of the vehi­cle,” she wrote.

Pfefferle asked Allard if he was okay and explained that someone had called the police concerned about his driving.

Allard told Pfefferle that he was fine but was wobbly because he had previously a broken hip on one leg and had a knee replaced on the other leg.

Allard’s eyes appeared to be yellow and foggy, Pfefferle noted in her report. Allard told her he
has cataracts and needed surgery.

Allard spoke slowly and methodically with a thick French accent, Pfefferle wrote. He told
Pfefferle he had purchased vodka at the store but denied drinking anything earlier that day, the report said. According to the report, Allard agreed to take a sobriety
test.

“I attempted to administer the test seven times and each time Allard would either blow a
short blow or bite the tube and not make a tight seal.”

Allard said he knew his ABCs but could recite them better in French. “Allard was told to start with the letter D and stop at Q. Allard started singing the alpha­bet starting with A and sang ABCDJKMNOQ.”

Allard was charged with one count each of driving while intox­icated and aggravated driving
while intoxicated. He was taken into custody and is due in court on Aug. 30.

Domestic disturbance

On Aug. 2 about 6:15 p.m., Offi­cer Timothy King was dispatched to 183 Loudon Road for a report of a domestic disturbance. When he arrived at the resi­dence, he noticed a window
screen, soda cup and broom sit­ting on the grass at the base of the window, he wrote in his report.

“I noticed that the window was covered with what looked to be soda and hand prints,” King
wrote.

Inside, King and another offi­cer met a woman who told them her boyfriend, 22-year-old Justin Maclure of Contoocook had just left after trying to force his way in to the apartment. The woman told the police she had been trying to break up with Maclure for about two weeks but that he continued to return to her house because he had nowhere else to go, the report said.

The woman told the police that Maclure came to the apart­ment after getting out of work and demanded to come in. The woman said she refused to let him in, and told him that she’d put his belongings in his “mon­ster truck” in the rear parking lot. She said Maclure ripped a screen from the kitchen window and tried to force his way in.

The woman said she hit him in the hands with a candle stick and pushed him back with a broom to keep him out, but he wasn’t detered. She said Maclure told her he just want­ed his beer from the refrigera­tor, according to the report.

The police later found Maclure in the Walmart park­ing lot and took him into cus­
tody. According to the report, Maclure told the police he went to the apartment to retrieve money he believed his girl­friend had stolen from him. He said he opened the window but
denied trying to climb through, and said his girlfriend struck him on the hand with a metal object and threw a broom at him.

Maclure was arrested on one charge each of simple assault and criminal mischief. He held
on $4,000 personal recognizance and is due in court Oct. 7.
